PHP also have a wide number of resources, tutorials and guides you can depend on since it’s an open source and a lot uses it for web development.
I admit I’m still new to the programming language.. 11 months to be exact.

First download and install XAMPP. ( http://www.apachefriends.org )
installation may require to restart your computer
Open the XAMPP Control Panel and then check / run the Apache and MySql services.
Visit / check http://localhost to see if you have successfully run and installed XAMPP.
